Update H5P.Core to v1.28

Feature Request

Upgrade H5P.Core to version 1.28 to restore compatibility with H5P.com and ensure smoother interoperability between platforms. This update will align Lumi with the current H5P standard, reduce integration issues, and improve reliability when importing, exporting, or sharing content. The goal is to maintain compatibility with the wider H5P ecosystem and keep the platform technically up to date.

    The update to v1.28 is not the problem. The problem is that if I update to v1.28 I got a lot of users complaining that they are no longer able to use Lumi, because their moodle only supports v1.27. I will try to implement a feature where you can select the core version when creating content.

    Yes, please update to version 1.28. I frequently use Lumi to convert H5P activities into SCORM so that I can import them into my LMS. However, now that H5P has updated to version 1.28, I am unable to open any of my files with Lumi. This update would be sincerely appreciated.
